The open letter specifically asks the Catalonian President to show how strongly he feels about helping his country secede from Spain. Sujit Choudhry and the scholars suggested the president arrange a referendum as a way to prove his commitment to doubters. They believe this is the best way to represent to desires of the Catalan people.
